00 Job Description The Shelter and Support Program Budget Office is responsible for managing the Agency’s Human Service Contract expense budgets.
It is comprised of 4 units, Adult Services, Family Services, Street Homeless Solutions and Special Projects.
The Adult, Family and Street Homeless Solutions units manage the Agency’s funding for organizations that provide transitional housing to single adults, families with children, and adult families.
The Outreach, Safe Haven and Drop-in Center budgets are also managed through this office.
The Department of Homeless Services is recruiting for one (1) Administrative Staff Analyst M-4 to function as the Assistant Commissioner for Shelter and Support Program Budget, who will: - Oversee 2+ billion human services operating budget by working directly with DHS Programs, Department of Social Services (DSS) Finance and Office of Management and Budget (OMB) on shelter budgets priorities and approval process.
- Manage and guide Budget team of four units with approximately 24 permanent staff responsible for a portfolio of contracts in Adult Services, Family Services, Street Homeless Solutions and Special Projects.
- Manage shelter budget code cash flow, surplus needs forecasting, and agency projections of human service provider operating needs.
Review contract and amendment configurations, annual shelter budgets and New Need submissions.
Oversee negotiations of all new site budgets, asylum budget, and new initiatives.
- Oversee the effective review, evaluation and development of shelter budgetary proposals and fiscal impact of decisions and policies; develop relevant data relating to spending patterns and service allocations; conduct budget analysis of contracts and payments to ensure contracted services are accurately and appropriately funded.
- Act as the principal point of contact for all external oversight agencies related to any shelter budgetary matter; liaise with service providers, Capacity Planning Development (CPD), DHS Programs and OTDA to provide critical information regarding all budgets and other fiscal issues.
Collaborate with DSS Office of Audit Services to provide agency response on audits and provide information as needed.
- Participate and lead special projects as needed and assigned.
Minimum Qualifications 1.
A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.
18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity.
Supervision must have included supervising staff performing professional work in the areas described above; or 2.
A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
Preferred Skills - Knowledge of shelter budget related regulations, guidelines, and directives from city, state, and federal oversight agencies.
- Experience in managing shelter budget evaluation and development.
- Excellent skills in quantitative data and policy analysis.
- Familiarity with software, such as PASSPORT.
- Strong writing, communication, and interpersonal skills.
- Ability to analyze, evaluate and solve difficult operational problems.
