9 TITLE CHANGE Human Resources Solutions (HRS) supports the human resources needs of the Department of Social Services, the Human Resources Administration, and the Department of Homeless Services through strategic partnership and collaboration, with the goal of creating an inclusive, motivated, and client centered workforce.
The Director will supervise a team of PAR Coordinators who are responsible for processing all personnel request/actions received from various program areas within DSS/HRA/DHS.
Job Requisitions/Job Openings are created for these actions via the New York City Automated Personnel System (NYCAPS) for submission and approval from the Office of Management & Budget (OMB).
The incumbent will oversee the day to day operational and administrative activities for two Agencies, DSS-HRA-DHS, which currently employs more than 16,000 employees.
The Director will act as a liaison with the OMB Task Force who reviews the criticality of all submitted actions.
The incumbent will utilize various HR system to ensure that the data collected is correct for processing in NYCAPS.
Human Resources Solutions (HRS) is requesting approval to hire one (1) Administrative Staff Analyst NM-II to function as the Director, Recruitment Data Control Unit.
- Manage the day-to-day activities of a team who processes all personnel requests/actions for New Hires, Promotions, Title Changes, Demotions, Salary Increases/Decreases, Reinstatements and Return to Civil Service Titles and OMB coordination.
- Oversee the monthly OMB submission process and ensure all HRBPs submit actions via the approved OMB excel sheet for their perspective areas accurately and timely.
- Provide monthly analysis regarding OMB submissions and approvals indicating OMB approval timelines, and the length of actions pending at OMB.
To provide to HRS senior management to assist with agency wide recruitment strategies and weekly meetings with the OMB team.
- Ensure all personnel data forms are reviewed for accuracy by the Deputy Director prior to entering data into NYCAPS and return all incomplete and incorrect actions data forms to the auditors for corrective action prior to the candidate start date.
- Approve and sign off on all personnel transactions entered in NYCAPS by the staff or NYCAPS to ensure accuracy and that PMS indicates the accurate CS title, start dates, salary, CS status, etc.
- Troubleshoot with NYCAPS on any actions (C.
S.
Title change, promotions, pay information, etc.
) that do not get accepted into PMS and NYCAPS; liaise with DCAS to remedy the issue immediately to prevent delays in hiring and promoting staff, paycheck issues, transfers, retirement, etc.
- Assist the Executive Director of Recruitment and Onboarding with special projects and recruitment initiatives, reviewing progress against established timeframes about specific goals; research, develops and prepares a variety of reports for OMB, HRS Executive team, Executive Director of Recruitment & Onboarding, HRBPs, and external oversight agencies, as directed.
- Collaborate with the Executive Director on developing operational processes and guidelines.
- Establish project plans, track, monitor projects and assignments, to ensure that project timelines are met by the prescribed deadline.
- Facilitate and participate in meetings and work groups to develop and enhance Human Resources Solutions (HRS) service delivery and team capability where appropriate and in line with the agencies prescribed goals and objectives.
Minimum Qualifications 1.
A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.
18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity.
Supervision must have included supervising staff performing professional work in the areas described above; or 2.
A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
Preferred Skills - Excellent oral and written communication skills.
- Demonstrated skill and comfort in proactively building relationships and demonstrating influence with staff at all organizational levels.
- Excellent analytical skills.
- Work well under stress/pressure with restrictive deadlines.
